A “Notice of Payment of Osaka City Emergency Benefit to Help with the Rising Price of Electricity, Gas, and Food, etc.” (“Notice of Payment”) or a “Confirmation of Requirements for Payment of Osaka City Emergency Benefit to Help with the Rising Price of Electricity, Gas, and Food, etc.” (“Confirmation Letter") will be sent to heads of households in Osaka City eligible to receive payment of the Osaka City Emergency Benefit to Help with the Rising Price of Electricity, Gas, and Food, etc. (the “Benefit”), whose members are all confirmed by the City as being exempt from per capita inhabitants tax in FY2023.

Note: "Notices of Payment" and "Confirmation Letters" will be sent to the address at which registered as a resident of Osaka City as of June 1, 2023. Please submit a notification of change of address to the post office if your address has changed due to relocation, etc.

    Households whose members have not moved out of the City after January 2, 2023 to which Osaka City paid the emergency benefit to help with the rising price of electricity, gas, and food, etc. FY2022 (50,000 yen) into an account in the name of the head of household, etc.

    ■ Procedures

    In principle, submission of an application is not required. The Benefit will be paid into the account belonging to the head of household stated on the "Notice of Payment”.

    The following households which are eligible to receive the Benefit, must submit an application form.

    ■ Examples of households required to apply

    • Households that as of the base date (June 1, 2023) include a person taking refuge from a violent spouse or other relative and whose members are exempt from per capita inhabitants tax in FY2023

    The submission process will change
    from September 19, 2023.

    • Households whose resident registration was cancelled before the base date (June 1, 2023) and who have newly registered as residents in Osaka City after the base date (June 1, 2023)
    • Households with a person who re-acquired residents status or newly registered as a resident in Osaka City on or after January 2, 2023 and before the base date (June 1, 2023).

    ■ Procedures

    Please return the application form together with the required documents using the enclosed envelope.

    ■ How to obtain an application form

    Application forms can be requested by calling the call center or using the inquiry form on this website. Application forms are also available at benefit counters in ward offices.

    ■ Deadline for sending applications

    Applications for sending via the call center and the inquiry form on this website ended on October 12th (Thursday).
    Payments will be made at the benefit counter at the ward office until 7:00 pm on Friday, October 20th.
